1. 此緊急加速審批機制僅針對入境旅客旅行團特殊情況而設，旨在協助現時未有足夠三個工作日時間辦理沙頭角禁區許可證申請的入境旅客到訪。此機制不可被濫用，旅行社也不得將其作為延長接受常規旅客參與旅行團的方式。This urgent expedited approval mechanism is designed specifically to facilitate those inbound visitors with genuine need for but without sufficient time for application. The mechanism should not be exploited as a way for agencies by extending their period of accepting routine visitors.
2. 禁區許可證一般申請需時最少三個工作日，如申請時間可以配合，則無須為入境旅客旅行團的禁區許可證作出緊急加速審批要求。The application for a closed area permit generally requires a minimum of three working days. If the application is submitted with sufficient time, it is not required to expedite processing for inbound visitors' closed area permits.
3. 旅行代理商須先於香港警務處網上服務申請平台為入境旅客旅行團遞交相關證明文件，填寫正確資料，並提交沙頭角旅遊禁區許可證申請(團體)及取得相關申請編號。Travel agents must first complete the tour group application through the Hong Kong Police Force Online Applications Platform (T-Cap), with relevant supporting document, ensure all information is correct, and obtain an application reference upon successful submission.
4. 成功遞交沙頭角旅遊禁區許可證申請後，旅行代理商須透過填寫及提交此表格向警務處提出緊急加速審批要求。警務處將於收到此緊急加速請求後盡快辦理有關的禁區許可證申請。凡於工作日期間上午11時前提交的緊急加速審批要求，可於下一個工作日的上午11時後取得禁區許可證的審批。After successfully submitting the application for the closed area permits, travel agents must submit an urgent expedited approval request to the Police Force by completing and submitting this form. The Hong Kong Police Force will process the permit application as soon as they receive this urgent request. Any expedited processing requests submitted before 11 a.m. on a working day will have the permit approval available from 11 a.m. on the next working day.
